Make the settings scrollView... well, scrollable
...
There's still nothing there, but at least we have more room to breathe to make this a real settings window.

Minor changes to System Gestures
...
Change from UIRectEdgeAll to UIRectEdgeBottom, so that the notification center and iPhone X/iPad CC can be pulled without two swipes. Useful for screen recording.
